Added PublishDocumentation and PublishSamples targets that push docs and sample web sites to IIS.
Split up creating IIS web sites and publishing to them, so that TeamCity build agent does not require administrator permissions.
Applied some fixes to build bugs that were in the master branch where this commit mainly came from.
