Bringing target framework of VSIXs back down so that they don't claim to support .NET 4.0 when they actually target .NET 3.5
In particular, VS10 RTM will create a project from the VSIX, and then crash as soon as the web app is launched, apparently because VS thinks the project is targeting .NET 4.0, but is actually using .NET 3.5.
