Most likely this is due to a bug in your browser's support for Cascading Style Sheets. This page has been designed to convey it's information content to all clients, but it may lack of formatting and layout in older browsers. If you find this page dull it's likely an artefact of your browser's lack of support for CSS and I would encourage you to get one that does (it's been available for 5 years now!).
